60 incoming links for SEO

We need 60 PR3+ links to our site in about 30 days. The details: - Links must be added gradually within 30 days. No more than 15 links a week. - The page the link is placed on must be PR3 or higher (the page rank of the page where the link is actually located, not the home page of the site) - Pages must be recently(within last 3mths) cached by google (the cache must be of the page where links are placed). - No blog or forum spamming - **Important** Link pages must be from relevant and related content/website. - Link page should be in English. - Links should be static. No redirects, JavaScript links or Flash sites. - Link page must not be excluded by [login to view URL] and the link must not contain the rel="nofollow" attribute. - At most one link per domain/per C class IP. - No more than 25 outbound links on the link page. - Links should be one way, non-reciprocal, and permanent, and not require further payments. - No links from "bad neighborhood" sites (link farms, porn etc). - All links must be visible and readable. (no hidden links) - Links must be manually submitted ONLY. No use of Automated software. - Links must be in different text combination (see the provided list of anchor texts). - No links from fake or temporary Pr pages (will be verified). - Links cannot be spread across sub-domains (one link per domain). - No sites that require ongoing payments or monthly fees. - Get $5 bonus for each related .EDU or .GOV links. - No blackhat or dubious techniques. We need the final report on a GoogleDoc spreadsheet (link will be provided to the winning provider) with the following information: - Site Title - Site Type – Date link submitted – Date link accepted – Link URL (the URL of where our link is located) – Google page rank of the link URL (must be the page rank of where the link actually is, not the home page of the site) – Anchor Text - IP Address All requirements will be verified before payment is released. We will place 50% in escrow and after 2 weeks inspect the links you have created (should be about 30 links), if everything looks good, we'll deposit the other 50%.
