Simple Code Snippet Manager

I need very simple snippet manager to help me with quick usage of code 1. snippets to be saved in text files 2. snippet details like fine name, category, path, sub category, paramaters etc . to be saved in simple mysql db 3. admin panel will list all snippets available with button to copy them to clipboard or button to customize it 4. customize will open modal with simple form to change paramaters (simple dropdown or click of button) and generate new custom code that can be coppied to clipboard urgent project - budget 100 usd, no advance or fun milestone, all money on complete of project, bid only if you have skills and agree to terms.
