Optimize load time ... css, javascript, optimization above the fold

You probably know about [login to view URL] We have a few sites all based on similar Wordpress templates that post speeds (for example) of 56/100 mobile and 69/100 desktop. Installing plugins like Async JavaScript and WP Async CSS, and enabling compression, can get the site to 64/100 mobile and 82/100 desktop. I want to Optimize CSS delivery, remove render-blocking javascript and make the site hum. Note that if you aren't comfortable with these concepts, installing plugins isn't going to be enough to get the results I need. I'm looking for an optimization wizard here. You'll be given access to a development environment to work on this project, and then your code will be reviewed before going onto the live environment.
