Freelance Function

I have a low budget for this project so please bid accordingly I have a site which I would like to ad an auction like function to. The function of the site is very similar to the auction function which can be found here on freelancer. I would like for users to be able to post projects, bid on projects, message each other, list skills, rate users, pay for transactions, manage projects, search freelancers, browse projects, etc. ************I only accept projects which have a 30% milestone amount otherwise you will not be considered ****************
