Downloadnow.net Downloading Script

This is a simple project (I know because I have worked on the design on one of these before). The project is to create a script that allows any user to send a url For example: [login to view URL] From my server, and to use my server's IP to automatically log on to my [login to view URL] account and to automatically download the file. I need the script to be solid (I will constantly check its integrity) and I need this project done for a relatively good price. I would work on this myself but at the time I am current very preoccupied.
