ChatRoulette Clone - WebCam Chat Website

We are looking to build a [login to view URL] clone with some slight changes. Users must be able to select gender they want to chat with. Smileys must be able to work in the chat box. Functionality must be very similar to [login to view URL] with the ability to skip users with a button, report users and ban their ip's for 30 min. if a number of reports have been made. The website must use very little bandwidth from the server. Flash platform can be used. We don't want users to be registered, just webcam chat with random people.
