The electronic development includes a control board with an output for a DC motor with speed control and a potentiometer as input variable for the speed setting. The mechanical development includes two bearing blocks, a motor, possibly a gear reduction and gears. What is your budget for the hardware? This sounds like a neat project that I could help you with from start to finish. I would design the main structure for sheet metal and I can develop a complete control system with dials/buttons to start/stop and adjust speed.
