Fix Pop up menu for iPad - Moodle(repost)

I have added a CSS popup menu that works great on desktop browsers but it doesnt work on iPad (and touch enabled devices) and IE. I need help in fixing that. the menu works on top of moodle so if have experience with moodle, it will be plus, but not necessary. (it seems a z-index problem to me) if selected, i will give you access to my moodle installation and you can try the url form your device. bidder should have ipad to test it. see attached the screenshot of it working on desktop.
