Collecting smartphone streams on webpage

For a project I need a webpage, where smartphone streams from for example Ustream are collected and displayed. From Ustreams API it looks like it should be possible to get gps-coordinates from a stream. - The page should have a player, that displays a stream either from within a set area of gps-coordinates or which has a specific #-tag. - It should also have a list of all available streams from within the set area or with the specified #-tag. - When the current stream stops, the player should start the nearest available stream or another stream with the specified #-tag. I do some programming myself, so functionallity is key. I will add features and layout later on. I have done some PHP, but I am open to other suggestions for the language.
