unblock Telus HTC phone so I can use Skype

Yes for those who read it for the first time, mobile companies in Canada block you from using Skype and If I'm not wrong they also slow down your phone and internet. For those who know it already I'm wondering if you can help me to remove or unblock that part. So please feel free to place a bid hopefully a minimum one. I have a a year and half old HTC phone and I'm buying right now the HTP pro 2. So whichever is easier P.S. I need someone who has done it before preferably with a Canadian carrier. I simply don't want to mess up the phone.
