Hello I have reviewed your project description and it seems like you want two websites to be built, respectively for desktop and mobile. Please consider that you are doing DOUBLE EXPENSE here. Because the developer will have to develop two different websites and you'll have to maintain both of them separately. Even when you'll go for upgrades in future, you'll have to do those on both mobile and desktop website. A better solution is to make/convert the design into Bootstrap. This way only one website will work on mobile as well as desktop.
