Magento template customization

We will be moving our ecommerce website to the Magento community edition. First of all we need a Magento website design sorted out and to save on cost we want to use a premade template instead of getting everything coded from scratch. But we will need some help to get the template customized with a layout to fit with our products/industry/design.. Design Example - a clean-cut template. Light grey layout with sub headings etc. in blue / green colors to match with our logo. We did found a Magento template with a nice design that match our needs, however this template is not compatible with latest Magento edition and not responsive, as Google ranking algorithm now requires websites to be.
