Wordpress WooCommerce Plugin for IntegraCore Fulfillment company's API

We have a website running WooCommerce for WordPress. We have a few products that are normal, as well as subscription base (using WooCommerce Subscription Plugin). We are switching fulfillment companies. With our old company, they provided us with a plugin that handled sending the orders in daily. Our new company does not have this. They did provide me with the attached SOAP/XML API instructions. We need a new plugin created to handle the automatic submission of orders. In your bid, please also tell me your timeline to creating this.
