Website Re-Design Simple- URGENT

MAX BUDGET IS $40... I have a current site thats plain basis static html site. It very boring and we need to create a new layout thats a little more lively and kind of a web 2.0 feel. NO FLASH, JUST STATIC SITE. I have a screen shot of how I want the site to look.
