Need a bit of design work for the front page, header/footer

Hi, I have quite a large content based website. To monetise it, I have enrolled with a white label dating site, to create an added section to the site. They have requested for a basic landing page, header and footer to place the back end into. Therefore this project is for that purpose, please read their brief below before bidding:- The White Label Site Brief: There are design requirement s we have in order to set your site live. These include the design and hosting of a front page which will be the first page users see, and secondly the header and footer which will run through the pages of our application branding it as your own. Please find attached to the email the HTML codes for the features which need to be implemented on your landing page including the search box, member feed, sign up form and log in buttons. The header and footer need to be 760 x 170 pixels and 760 x 120-140 pixels respectively and should include the site name and any relevant images or logos. When your header and footer are ready to be implemented please add either the HTML for this into the spaces within your account at [login to view URL] or the image source. As I have mentioned, a front page is required from you which you must host.
