Customized simple Quotation software in Visual basic ( expenses )

i am looking for a customized software as below . when sending a quotation i will have option to add the job number of the project with its total amount value . so once the job number is created i need a option of reminder until i enter the expense of the particular job number , ( it might have various few expenses ) . it should remind me until i click the finish project for a particular job . example i have a job number : 125999456 it will have the following details : sr no / Company name / type of work / date / purchase order number / work status / total amount / remark this will be the visible screen . it must have a password protected locked screen for the particular job number expenses . where as the expenses will be added to it and will be accessed by only one person . and he will have option to close the reminder option after adding the expenses of the project and job number .
