Point in a Polygon algorithm

We have four tables in database: Address, Property, Point, Region Address Table ID, sAddress, Latitude, Longitude Property Table ID, Address (FK) Point Table ID Region (FK) Latitude Longitude Region Table ID Name Now the input is a Point. We need a SQL function to take in a point as input and return if it exists in a certain region. We need someone to do this immedialtey.
