I need a circuit that can blink 50 LEDs at a speed of 1Hz adjustable up to 10MHz or more.
Adjustable resolution of 1Hz steps.
LCD screen to display frequency.
Buttons or dials to adjust speed.
Perhaps 1 button for Hz, 1 button for MHz?
On/Off button or switch.
9 volt operation for prototype.
and if that works, I will need a 12 volt model with no LCD screen,
12v model should work only on a programed frequency. Not adjustable.
12v model should power 100 LEDs, in two sets of 50.
I build my own circuit board and prototype.
Please no milestone payment until prototype is working.
I have paid two Freelancers before that collect money and provide broken designs (no hardware) that never works so I will not pay anything until this one works, as per Freelancer.com recommendations.
PIC chip is ok and preferred. =)
Thru hole components preferred for prototype.
SMD components are ok for resistors, transistors, diodes, capacitors, but NOT for IC or PIC.
Thru hole only for IC and PIC.

Sorry to hear about your bad experience here at freelancer. I can do your project, can you tell me do you want two designs ? one with LCD and dial and the other one without them ?. I have 12 years of experience in design and development in electronics; kindly take a few minutes you can read reviews and my rating.
I suggest instead of prototype I shall show you the simulation in one of the world's best simulator "Proteus".
Following shall be the phases of the project.
1. Specification requirement document
2. Schematic development (Altium)
3. Software development and Proteus simulation
4. Software delivery.
