Secure way to extract emails

I would like someone to make me a small secure application which i can use to extract my users emails from my database so that i can use application like OUTLOOK to send them emails privately. It should have a feature where i can click on 'extract' and it will extract new members who just joined the site to my mailing list. Also try use your ideas of ways that can make it more effectively.
