Help me understand how I can use an API from SIM Card company to obtained cell ID data

I am trying to use an API from my GSM SIM card provider that will allow me to obtained the Cell ID of the network tower when there is no GPS signal in my GPS tracking devices. Based on network element location Network Cell information provides an approximate location based on Mobile Country Code, Mobile Network Code, Location Area Code and Cell-ID.
