SMTP Email to SMS Text Message using API/PHP

I am looking to hire a developer to code an API solution that allows one to send an email to sms using our existing open API platform. We have sample code on how to integrate into the API (see picture) but need someone to custom accordingly: The way I'm thinking this will work (unless you can think of a better way) is by using the following method: 1. We already have a 160 character text box that sends to sms using a short code in our platform. We will need to add a radio button that allows users the option to choose email delivery. 2. The API will access the logged in users phone database and match all of the phone numbers in the logged in users phone databse to the telcodata directory (which will be exported and hosted on our server). See an example: [login to view URL];state=CA 3. The API will find out what phone number is with what carrier and affix the appropriate email address to the end of the phone number. See: [login to view URL] for an example. 4. The API will send the email out using our existing API/email software. I am hoping to have this API developed in 2 weeks time.
