I propose WordPress site because of the ease of updating, deleting and adding content. The theme (design) will be responsive so good for mobile devices (smartphone, tablets) too with best SEO effort (doing it from 1996 where Google hasn't really existed yet). Work will be hard but efficient. I don't have any work for my current projects - they are in closing phase. My WordPress knowledge gives my clients advantage with SEO, speed and security. I'm from Europe but have no problems communicating with Skype. The only hard work I see regarding your proposed layout is the "shadow" effect which might require a lot of manual tweaking for mobile devices.

I do have experience with respect to HTML5 and CSS3 responsive designing. And I also have prior experience with respect to ripping themes. I can go ahead and add more functionality to the website. And as you stated its a website for Pools and SPA, a bit of responsiveness has to be there. I need to make sure whatever I do has to be within your budget.
