Video confrencing website

I am looking for someone to design video conferencing website that will allow unlimited chat rooms, unlimited users, Must be able to chat privately, chat one on one or chat with a group privately or publicly. Chat sessions must have pay mode and start stop time must run entirely on web browser and must not require any special plug in or downloads. Customers must be able to access site from computer or any mobile devices and audio, video chat quality must be better than Skype. Chat sessions must be recorded and save to database. Customers must have the ability to communicate via video chat, email, instant messaging or telephone. Also must be able to upload video or pictures to the site. Please provide similar sites that you have designed.
