Unlock codes website with API feature

Greetings looking for a GSM unlocking website with some features. Basically I sell unlock codes on eBay and I need a website with some special functions It should detect eBay payment being received through PayPal IPN+Ebay API system, when eBay customer buys an unlock code the script should be able to send an automated message to the buyer eBay messages inbox+ email with a unique link that they submit their IMEI number or IMEI+PRD/MEP for blackberrys this link should automatically retrieve info such us mobile type and carrier from the eBay listing also should be able to deal with multiple quantities professionally, after the unlock is completed it should send auto message to the user eBay messages inbox and email and also I should be able to update status of orders to “Shipped” using API as well same link should be also able to show order status. Finally the website must support API to other websites so I can direct orders to my suppliers And supplier should be able to automatically reply back to orders as unlocked
