start a program in safe mode

**i have desgned a security program that lock the desktop when windows starts up if you didnot enter the right password , and i put this program in the registry ( \current version \run ) and operate normally , but the? program does not start ? when the windows run in a safe mode , so i want a way or a code to make it run in a windows safe mode in the basis for xp and vista and higher , and better in all windows platforms**
