VB Command Line App to convert text into speech and send it to a voice phone(repost)

Develop a stand-alone VB command line application ([login to view URL]) that takes a string, converts into speech and then dials the defined number and plays the speech. Example: text is "hello" and number is "123456789", then the app would dial 123456789 and when picked up it would say "hello" The application may not have any GUI! The parameters are read from a file called [login to view URL] (each parameter starts on a new line). The parameters are: 1. string 2. phone number to dialled 3. com port to us So no parameters are passed on other than those from the conf file.
