Program to resize multiple images to many different sizes + adding watermark

I need a program. I prefer it to be a program that is run in Windows. Steps that is needed in the program. Step 1: The program has 2 sections: a) The process section and b) the Settings section I will explain later the settings section, but in short, the settings section lets you put the image sizes you wish the program to process. Step 2: The program asks you which folder you wish to resize. Step 3: The user clicks the button "process". And the program resizes all the images in the folder, to the different images sizes set in the setting section. I will also explain later how steps 3 works. So, in short, the app is for resizing hundres and thousands of images into different sizes. And it also includes a watermark (defined in the settings section. --- SETTINGS section The settings section lets you "SAVE" (the option save is permanent, the program must save any settings even after it closes) the images sizes. 1. The user can create an image size. In an example, I create the size (800 x 640). 2. The user must indicate a file that will work as the watermark for that size. Per example, I set the file [login to view URL] as the watermark for the 800x640 size. 3. Each size setting saved in the program can be a) edited b) deleted c) put into active or inactive mode. Inactive mode means the program will ignore it when it runs in the process section. Edited means that the size can be changed, or that the watermark file can be changed. - The user can create as many sizes as he wants. - logos can be saved directly (or copied by the program) in a folder. You can decide how this works. Remember, the settings must be stored always. I want the settings to be saved even if the program closes. PROCESS AREA As explained, the program resizes all images in a folder. But the intention of the program is to resize all images that are contained in a folder, even if the folder handles multiple mini folders. The idea of this program is to handle many gallery image topics. Example of how this will work. the settings saved are 800x600 and 1024x800 the folder selected holds 2 mini folders: cats and dogs. Each folder has 10 images. So the program creates 2 folders inside the folder cats. One called 800x600 and then 1024x800. 800x600 will contain the images resized and watermarked for 800x600, and 1024x800 its corresponding resized files. This will also happen in the dogs mini folder. Or any multiple mini folders the main folder will hold. SPECIAL NOTE: The resized image must maintain aspect ratio. Is a resized image doesn't fit the intended size, then it must be smart cropped automatically. I might be forgetting something, but this is the main intention of the application.
