Image/Video sharing website

I am looking for a site with features close to that of [login to view URL] which allows users to post and share photos & videos. Please see the site to get an idea of what features will be required. The ability to expand the servers used to power the site over time and allow for images to be stored across multiple servers is very important (possibly even a CDN). Images/videos should be attributed to users and be able to be added to categories and organized into galleries. Tags should also be able to be added to images/videos and galleries for search. Images/video should be able to be queued for recompression after upload to reduce storage size and bandwidth usage. Forums should be integrated as well and allow main site login to be used on the forum as well. Forums can be a standard out of the box option like SMF, PhpBB, etc. Images/Videos, galleries and users should be able to be reported to prevent abusive actions like child porn, spam, etc. Users should be able to favorite images, galleries and other users. Users should also be able to follow/subscribe to other users uploads to get a feed of others uploads on their main login page along with Tags or Categories they select to 'watch'. Consideration to MySQL load should be given and proper database layout should be used to prevent unnecessary server load from unoptimized table structure. Usage of existing code bases that can be modified to fill the feature needs is acceptable. The project should make use of PHP & MySQL. Additional features may need to be added over time and will be paid for as work is done at an agreed upon rate. Looking to get a basic feature set to get the site online and then expand over time. Some features like blogs, clubs, aren't needed to get things started. Of main importance is the user system, photo upload and organization.
