SharePoint (MOSS 2007) Applications

We want to build some Sharepoint (MOSS 2007) applications that involve building some forms that will capture data from the end user and kick off a workflow in the background. Our intention is to automate routine tasks like : Approval for buying new machinery/equipment, employee expense report submission, approval etc. The above processes will go through a 3 or 4 steps of approvals and will need to be stored permanently in our system. We can provide detailed specifications once you decide to take up the project. The only constraint is that we do not want to provide the developer access to our Sharepoint portal due to security reasons.
