Clone a mobile site

I need to have a similar mobile site to offer for free but with more features added: 1. Administration panel where I can easily insert news and photos related to foreigners living in Japan. 2. Banners rotation and advertising links where I can manage myself(PHP) 3. Clone of Myspace but for mobile phone. Wap and chtml must work with both platforms (In Japan there is chtml which Docomo mobile company uses and wap other japanese mobile operators use for mobile contents.) I also need Ringtones, wallpapers and games. I want to provide these services for FREE. My income will come through adertisers. No up front payment Full test must be done on live system before final sign off Code Will not be re-sold or copied.
