My preferred style is iterative, quickly putting up a prototype/wireline and then working with the client to get that right in the client's eyes. I do all the work myself unless it needs something beyond my skills. The natural tool for your job is Joomla 3 content management with a responsive template. Joomla is more file management oriented than Wordpress, which was more designed as a text editor although could also work. Every project I do somes with a clean handoff including all source code, making it easy to update. If you tell me I'm on the short list for the job and give me more info on what you want, I'll put up a rough prototype with absolutely no obligation. Happy to do that, because it often wins the job. Did lots of Quark Xpress, working closely with designers. I set up a system to receive pdf files from clients around the world. We printed the U.S. editions of papers from Moscow, Israel, and Jordan, received as pdfs. That was quite something in those days, incidentally, because I had to have a system that was duplicated to never fail. (You can't sell yesterday's newspaper.)
