Simple PHP Website

I am trying to create a "simple", so to speak, website. Indefinietly, I want it coded in PHP. Basically, I want it to have a nice, clean layout. I want the layout to be "shiny", but not too bright; nor do I want it dark; just clean. There will be a page for users to register, a page for the sites news (Main page, "[login to view URL]"), page with a list of members, and what usergroups they are from, a downloads page, which is only accessible to members who have register, and a "Premium Member"s downloads page, which is restricted to only premium members. If someone who is not from the member usergroup, tries to go the downloads page, they should recieve a [custom] error message. I should have a small control panel, availiable to myself, which would allow me to move people to different usergroups, add news to the "[login to view URL]" page, and add downloads to either section, with a description, ability to rate, etc. I want the site to be in the theme of "[login to view URL]". I encourage you to add pictures, banners, etc. from [login to view URL], to give my site a very Neopets feel. Thank you very much to whoever does this.
