technical report on recommendation engines

I need someone to write-up a technical specification of how someone could implement something similar in their own website (for example for a local video store or a local library). The specification must be detailed enough that it could later be given to a programmer to code it. You must provide at least TWO approaches: one which takes into account each user's preferences only, and one which considers the entire population's preferences. ## Deliverables 1) A HIGH-QUALITY WRITTEN REPORT (SENIOR COLLEGE LEVEL OR BETTER) IN ENGLISH, IN COMPLIANCE WITH ACADEMIC STANDARDS FOR CITATIONS, GRAMMAR, AND AESTHETIC APPEARANCE. 2) All deliverables will be considered "work made for hire" under U.S. Copyright law.
