Chat Application

I need a chat application just like the one found at <[login to view URL]> I will need a coder who can deliver the entire application. It will be just like the application mentioned above. I need the Server side developed. The server side must run on Linux. I will also need the client side developed. The application must not have any dependencies on installed browsers. The client must be designed to run on all versions of windows. Please tell me how you would architect it. SECURITY AND STABILITY are the most imprtant factors!
