Small, WiFi enabled LED controller PCB design to UL standard

We need an experienced PCB developer to build a wifi enabled IoT LED array controller suited to pass UL testing. The PCB must use only surface mount components on the top surface only - no through hole components. The PCB must measure a maximum 12mm wide. Preferred length is 150mm or less. Input voltage from a UL class 2 power supply is 24V DC. There are two output channels for the LEDs, 12V DC each. We are thinking these channels could run in series, dividing the supply voltage between both outputs. Both outputs must run on the same PWM channel so the led arrays look exactly the same brightness on both channels. For UL standard: UL 8750, UL 1598 Make sure under fault condition that it will NEVER exceed 8amps output (96watts). Manage that on the PCB under single fault. Must be designed to reduce risk of fire and shock. Must be a simple, durable design with well selected components (to keep the cost of mass production down while ensuring quality and long life). The PCB must also include a touch sensor connector for manual dimming of the LED arrays. The main IC must be programmed to specs to control the LED arrays according to touch feedback commands. We are open to design recommendations and discussions prior to start of project. Must be able to rapidly prototype and test for safe operations under fault conditions. Must be able to demonstrate wifi functionality / two way communication. We have an existing wifi board that can be used, and an old PCB design to illustrate final embodiment / size specs.
