I would like to hire a Moodle Expert

I have 18+ years of experience in eLearning industry. I had been working with Moodle development for the last 16+ years. I had installed, customized, configured moodle for small to large corporates and universities across the globe. I had worked with 100+ clients related to Moodle work. I would be able to provide everything as required in the business side of it. The quote is just for bidding here. I need to understand the complete requirements to bid properly on this. Otherwise we can work on hourly basis which would be perfect in case you are also not sure what exactly is required as a end product as of now.
