Full Development/Design of an Android/Iphone game

I'm looking for a highly advanced game developer/designer for full development of a game that will look and work like Clash of Clans and Castle Clash, the goal of this game is to build a village and protect it with air & ground defenses. The game will be for Android, iOS, and probably Windows Phone as well. It will only be played online. The game will require very high quality graphics, backgrounds, screenshots, icon, and sounds (voices,music,sound effects).
