Maximum exposure through facebook needed

I need to promote a site with a limited budget to get maximum likes, fans and friends. they all have to be legitimately done and should not cause the page to be banned. this is very important and payment wont be made if this happens. it is preferable that most of the visitors and likes come from South Africa (at least 70%) I need a minimum of 20,000 likes spread evenly over a few days! If my page is banned i wont be paying. i want to first see that the first half is done without any issues and the account is not compromised in any way
