ADWORD CAMPAIGNS USING VOUCHERS

We are searching for someone to advertise on google with lower price than official google price so we want to use voucher . we ususally have more then 5 -6 campaigns a day that need usually 100$ for each campaign. we send it ads for u campaign detail , url, keyword.. and want to run ads for us. Google makes it hard to create accounts so i need someone experienced in creating new accounts on a daily basis using new vouchers at a discounted rate. able to create new accounts and run ads and after that send report detail for us every week.
