Develop a chrome extension (javascript)

I am developing a small extension that is supposed to prevent users from typing confidential information into websites. I need a chrome extension with the following functionality: (1) In every website, whenever the user submits a form \ presses a link \ clicks a button, the extension checks whether the user has inserted any kind of text input (2) If he did - pass all the strings the user has inserted to a native python application for further processing (I am in charge of the python application, you just have to send me the strings) (3) Stop the flow until the native python application sends back a confirmation, and only then - the form is submitted \ the link is followed \ the button is clicked.
