Hi! I have a large experience in Joomla! and have created multilingual sites. As I understand, all you need is to install the languages and publish the multilanguage module with the corresponding flags, without any other modification of the module or the module position. In that case all I need is administrator access and about 1-2 hours.

I'd be happy to assist you with this, but to start I need to say that I believe many of the other bidders on this project do not really realize just how involved setting up a true multilingual site on Joomla can be. I have done several, from basic two language sites up to one with seven languages. The initial setup is fairly basic, but then continuing on and setting up the menus, connecting them together so that they switch from language to language easily, it can all be quite complicated if you use the built in, default Joomla language system. The easiest way to do it is to use a third party component like Falang. For a professional site you would probably need to invest in the paid version in order to remove the developer's links and such but it can make things a lot easier. Unfortunately it costs between 45 and 135 Euros depending on what features you need. I'd be happy to discuss this project with you and answer any questions you might have.
