Build an auction website

An auction website which allows people to sign up and buy/sell items via Dutch auction. The auction starts at a TOP amount chosen by the seller, the price then reduces in decrements chosen by the seller, every 1 minute. The auction ends as soon as a buyer agrees to the price at the time. Sellers should be able to post images and a description of their item and all sales MUST be done via PayPal. Listing an item is free. Sales are subject to a 4% final value fee which should be billed to the seller. The site needs to be clean and simplistic. The site will be called 'Dutchbid' Please check allotted budget fro breakdown for bids within this range. £900 for build and £400 (£480 minus 2 months free) for host and maintenance. £900 will be paid at £200 milestone on production of initial working template and basic page interface. A further £200 on production of working beta with test listings available to monitor. Final £500 will be paid when site is live and listings have began without issue. Maintenance for 1 year is agreed with first month free, followed by £250 payment for first 6 months at start of month 2. Further £250 paid at start of month 8.
