Modify a flash game

Hello, I currently have a flash game that I want to be edited. This is a game created by another freelancer before but I can't find him anymore so I'm looking for another freelancer. The game is a dating sim game. I want it to be modified. Currently, there are 2 characters that you can date in the game. For this project, I want a new character to be made. That means, this game would include drawing the new character, maybe in 3-5 different clothes/angles. Then, the actionscript needed would be just similar to the 2 characters. I paid 200$ for my freelancer last time to do the entire game. My budget for this project would be 75$ then.
