Site layout

I need a simple content website - all relevant content, icons/pictures will be provided. All you have to do is to create a simple, eye-catching and easy-to-navigate website. i.e. simply insert the articles, arrange the icons neatly and create some downloading functionalities and capturing of users' data. The look and feel of the website can be like [[login to view URL]][1] or <[login to view URL]> (of course, our website won't be so much content as these - maybe about 20 to 25 static pages). I will also provide the proposed layout (i.e. where exactly I want each item to appear) so that your job will be much easier. And if you think u have a better idea for the proposed layout or the icons, feel free to propose. The icons may be changed / edited - so would prefer someone with an eye for such graphics and could do some image editing. The site is currently half done in Joomla (left abandoned by an irresponsible designer), but any other suitable program is also fine. Will require you to build from scratch rather than continue from the half-done site (which may serve only as a reference and shown only to the awarded worker) ## Deliverables 1) All deliverables will be considered "work made for hire" under U.S. Copyright law. The other functionality is simply to download one pdf. file when users supply their email address - which will be captured for future email correspondence. Another programmer has uploaded some files for me but the backgound is all "techie & plain vanilla". If u could also help to "decorate" / beautify that a little, hopefully to be consistent with the overall look&feel of your own design - that would be most appreciated. I have already provided the links to the proposed look & feel.
