Openwrt/luci expert developer

We are looking for someone who has expertise in working with openwrt/luci stack. We are looking to create a package or make changes in openwrt (or other open source openwrt variant such as Gargoyle) to add the ability to control usage bandwidth per user as well integrate the functionality with our server. Please look at attachment for detail. NOTE that we are open to re-use other open source libraries if it helps to get things done faster. Please apply only if you have the experience working with the stack.
