What I can do for you is build you a system as follows:
The source EA monitors an account for new orders and order modifications/closes and posts them to the server, which then dispatches incoming order to client EAs. All orders will be pushed to the client EAs, but each client EA decides whether or not to take it per the parameters (is order from source robot in their list?), adjusting for local balance, checking for slippage, etc. If the client receives an order modify signal, then it will be matched up in the same way. The server side code that I am willing to do for this price would be minimal and limited to the back end (sender/receiver authentication, receiving from sources, sending to clients).
Most likely, the only portion of the EAs that cannot be done in MQL is dealing with sockets, which I would write in C. As for the server side code, the authentication and dispatch code should probably be written in C as well.
