recompile simple .net code 2

We have a simple piece of software written by a irresponsible coder 5 years ago. He has lost the source and we need a very simple change in it and we can't do it. It was done in visual studio .net. It might be vb or c#. I believe it's compiled in a .dll. And I think you need to use a reflector. We need you to rebuild this app with the changes below. You should keep all the other functionality intact. The code contains an sql query like SELECT [login to view URL] ,SUM(ISNULL([login to view URL], 0)) ONHAND ,[login to view URL] ,[login to view URL] ,[login to view URL] ,[login to view URL] FROM LG_010_ITEMS LEFT JOIN LG_010_01_GNTOTST ON [login to view URL] = [login to view URL] INNER JOIN LG_010_PRCLIST ON [login to view URL] = [login to view URL] WHERE ([login to view URL] = 2) AND ([login to view URL] '') GROUP BY [login to view URL] ,[login to view URL] ,[login to view URL] ,[login to view URL] ,[login to view URL] ,[login to view URL] ORDER BY [login to view URL] we need to replace the all 010 in this query as 011. we also appreciate if you move the query in to a config file so we can change it when we want to. This is a very simple task suitable for a beginner. I must note that I will choose probably the cheapest bid.
