modify and compile free python DNS filter source for Windows

_**What I Need**_ I need a local DNS filter service. It should tie into svchost for example and automatically start with windows. It should also detect if the user has already set custom DNS servers (for example 8.8.8.8). Then the service should change it to [login to view URL], filter all requests and then send them out to 8.8.8.8. (dns delegate). Blocking should be possible with asterix notation.
