I have extensive commercial experience with modbus starting in 2007 when I designed and built a modbus/tcp server application to enable the control of hundreds of devices across the internet (pre IOT days all code including tcp/IP written from ground up.) I have since developed a number of apps including a Windows based client which I use for testing new devices. It would be good to see your Android app so I can size the job better for you.
