Lifelong Learning in Non-Academic Professions in EU

I need a text about the importance and difficulties of lifelong learning, especially in those companies that are not owned by academics but by craftsmen, artisans, technicians and so on. Also non-academic companies need to re-invent themeselves all the time. They need to introduce new services, new products, new customers and for all this they need new skills. How can new teaching and training reach these persons? How could those services be geared to meet the needs and interests of non academics? Why are these persons so important for the European Union.
